It was quicker than five weeks. It was closer to two. The pictures show Gregory being elevated to archbisop on May 30th (Gregorian) and the letter that has been posted is dated June 16th (Gregorian). The way I understood it was that ideally, Matins was before dawn. The first hour is right after dawn. The 3rd hour about 9:00, the sixth about noon, and ninth about 3:00pm.

Matins: before dawn
1st: after dawn (or 6:00am)
3rd: 9:00am (approx.)
6th: 12:00 noon (approx.)
9th: 3:00pm (approx.)

The schedule from ROCA is here. The schedule says it will be there for an Akathist on March 26 at 6:00 where Priest Mark resides. The following day it will be in OKC at St. Benedicts.
