The Apocalypse of Peter was a document from the early Church which was written in the early 2nd century at the latest (we know this because of it being mentioned in other documents from the 2nd century). It is, in essence, a vision of what will happen in the future in the afterlife, both a short description of heaven, and also a description of hell (or as the text calls it, "the place of punishment"). What was quoted from this document was a part of the description of punishment.

In particular, the people being punished in the passage were those who had committed an abortion. The passage should not be taken literally, and some understanding is needed to interpret the passage. So, for example, just because the aborted children are said to be there crying, this does not mean that babies who are aborted will go to hell (in the same way, we should not take the passage in the book of Revelation literally in which martyred saints of God are crying for vengeance).

It should be remembered, however, that this passage speaks only of those women who aborted (and men who supported abortion) who did not later repent. It's almost impossible not to feel sorry for having had an abortion, but these women seen here were those who did not actually repent of their grace moral lapse to a great enough extent (or with a proper mindset); abortion is equivalent to murder. However, it is never acceptable to condemn someone who has had an abortion to hell (this is not our judgment to make!), though we can of course mention the dangers of hell and a future condemnation.
