I wouldn't call it improper, though maybe less likely to work out in the end. I do recommend keeping options open and not having too narrow criteria. The best advice on this thread is to prioritize those who share your faith. I know some success stories regarding non-Orthodox women who converted, but these are probably less successful on average than relationships that started out between Orthodox couples. There are simply fewer hurdles to jump if you both start out in the faith.
