Can you qoute the description of what the article says is taking place?
And may I ask the publication date, volume, and name?
I have never gotten used to seeing people dressed like Orthodox Bishops clean-shaven or with a go-tee; its like seeing an American soldier with a long beard.

Metropolitan Nicholas begins the service of Consecration at the front entrance of Sts. Cyril and Methodius Church. The holy relics of St. Euphemia and the Holy Martyrs of Sinai, which would later be embedded in the Altar Table, can be seen in the foreground under veil.

It is hard to argue with that since in fact they were all observers of a table sitting on the floor - consecrations of altars only occur within the Church by Orthodox Bishops.
But as far as taking part in their ritual, he was vested and standing next to others also claiming to be Orthodox Bishops. Now, it is clear enough that in the Orthodox Church, one is not vested during a service unless he is taking part in it. Perhaps if he was dressed like and sitting with the layman (and Schott is not even a catechumen), and who I hope didn't consider even themselves as "observers", one might think there were rumors here.
