Javier Solana, the European Union's foreign policy chief, visited areas destroyed by ethnic violence in March and criticized Albanian leaders for delaying the rebuilding of Serbian homes destroyed in the unrest in the de facto international protectorate within Serbia. He said he was unhappy with the pace of reconstruction on more than 800 homes destroyed in the attacks, in which 19 people were killed and some 3,000 Serbs were displaced, adding that if the work is not finished by September, "we will take care of the situation."
