Ecclesiastes 3:1-8 help

Ecclesiastes 3:1-8 help

I heard someone reference Ecclesiastes 3:3 as a justification for killing during war. I have a feeling that is the wrong interpretation but I don't really know. So, I am looking for an Orthodox Christian explanation for Ecclesiastes 3:3, where is says "A time to kill..."

Does that refer to man killing, as in war, or is it a reference to God killing, as in 1Samuel 2:6 "The LORD killeth, and maketh alive: he bringeth down to the grave, and bringeth up." ?
