Archbishop Hilarion of Sydney elected ROCOR head

New York, May 12, Interfax - Archbishop Hilarion (Kapral) of Sydney,
Australia and New Zealand has been elected the new hierarch of the
Russian Orthodox Church Outside Russia (ROCOR), secretary of the
Moscow Patriarchate Department for External Church Relations
Archpriest Nikolay Balashov told Interfax-Religion.

The election took place during a session of ROCOR's Archbishop
Council in New York.

Archbishop Hilarion became acting Chairman of ROCOR's Synod after the
death of ROCOR's top hierarch Metropolitan Laurus of East America and
New York and was seen as his likeliest successor.

Under the new order, his candidacy requires the approval of Patriarch
of Moscow and All Russia Alexy II.

Archbishop Hilarion (Igor Kapral) was born on January 6, 1948, in
Canada.

In 1972, he graduated from the Holy Trinity Seminary in Jordanville.

On December 1974, he was tonsured as a Ryassofor monk with the name
of Hilarion. In December 1975, he was ordained to the deaconate. In
1976, he became a hierodeacon. The following year he graduated from
Syracuse University with a master's degree in Slavic Studies and
Russian Literature and was ordained to priesthood.

In December 1984, at the age of 36, Father Hilarion was appointed
bishop of Manhattan. In June 1996, he was transferred to the diocese
of Australia and New Zealand and raised to the rank of archbishop.

In 2006, he was elected first deputy chairman of ROCOR's Synod.

During a meeting of the Holy Synod presided over by the PATRIARCH-
HEARD:
A report by His Holiness the Patriarch on the election by the Council of Bishops of the Russian Church Abroad on May 12, 2008, of His Eminence Archbishop Hilarion of Sydney, Australia and New Zealand as her First Hierarch, Metropolitan of Eastern America and New York.
Background:
In accordance with the Act of Canonical Communion of May 17, 2007, the Primate of the Russian Orthodox Church Outside of Russia is elected by its Council of Bishops. The election is confirmed, in accordance with canonical law, by the Patriarch of Moscow and All Russia and the Holy Synod of the Russian Orthodox Church.
The Council of Bishops of the Russian Church Abroad, acting in accordance with the Regulations of the Russian Orthodox Church Outside of Russia, on May 12, 2008, elected His Eminence Archbishop Hilarion of Sydney, Australia and New Zealand as the Primate of the Russian Church Abroad.
The Act of Election of the First Hierarch of the Russian Orthodox Church Outside of Russia along with a request for the confirmation of this decision made by the Council of Bishops of the Russian Church Abroad by His Holiness the Patriarch and the Holy Synod was addressed to His Holiness Patriarch Alexy of Moscow and All Russia.
DECREED:
The decision of the Council of Bishops of the Russian Church Abroad on the election of His Eminence Archbishop Hilarion of Sydney, Australia and New Zealand as her First Hierarch, Metropolitan of Eastern America and New York, is hereby confirmed.

Decreed:

1. To establish a Secretariat of Inter-Orthodox Relations at the Synod of Bishops, answerable directly to its President.

  1. To appoint Protopriest Alexander Lebedeff as Secretary of Inter-Orthodox Relations.

  2. To appoint Protopriest Nicholas Artemoff and Protopriest Serafim Gan as Deputy Secretaries.

  3. To request that the Secretary of the Inter-Orthodox Relations report on the activities of the Secretariat to the regular sessions of the Synod of Bishops.

Deliberated at a meeting of the Council of Bishops of the Russian Orthodox Church Outside of Russia of April 30/May 13, 2008: On the revision and adoption of the Prayer for the Salvation of Russia.

Decreed: To adopt the text proposed by Archbishop Mark, and to read it during Divine Liturgy on the Ascension of the Lord; and, as desired, on the feast day of All Russian Saints; the feast days of St Vladimir, St Olga and especially-venerated Russian saints. To change the name of the prayer to the Prayer for the Well-being of the Russian Orthodox Church.

Heard at a meeting of the Council of Bishops of the Russian Orthodox Church Outside of Russia of April 30/May 13, 2008: A report on the episcopal consecration of Archimandrite Theodosius (Ivashchenko).

Decreed: To send the curriculum vitae of Archimandrite Theodosius and accompanying appeals to His Holiness Patriarch Alexy II of Moscow and All Russia for the confirmation of his candidacy for episcopal consecration. Upon confirmation of his candidacy by the Holy Synod of the Moscow Patriarchate, to perform the episcopal consecration of Archimandrite Theodosius as Bishop of Seattle, Vicar of the Diocese of Western American Diocese, on September 7, 2008, at the Cathedral of the Mother of God "Joy of All Who Sorrow," scheduling a regular session of the Synod of Bishops to coincide with this ceremony.

Heard at a meeting of the Council of Bishops of the Russian Orthodox Church Outside of Russia of April 30/May 13, 2008: A report by Protopriest Alexander Lebedeff on the adoption by an ecclesiastical commission and by the Synod of Bishops, but requiring confirmation by the Council of Bishops, of revisions to the "Regulations of the Russian Orthodox Church Outside of Russia."

Decreed: To confirm the proposed changes to the "Regulations of the Russian Orthodox Church Outside of Russia."

Deliberated at a meeting of the Council of Bishops of the Russian Orthodox Church Outside of Russia of April 30/May 13, 2008: On the selection of a new composition of the Synod of Bishops.

Decreed: President—Metropolitan Hilarion of Eastern America and New York.

First Deputy to the President: Archbishop Mark of Berlin and Germany.

Second Deputy to the President: Archbishop Kyrill of San Francisco and Western America.
