I am amazed that someone living in Greece, perhaps only 20 km from Metropolitan Kyrikos, won't simply make a local phone call to find out what has happened and why.
Here is a little of the Romanian history strangely missing from the sources you posted:
Bishop Victor (Leu) was consecrated in Munich Germany in 1949 by Metropolitan Seraphim of Berlin of the Autonomous Byellorussian Orthodox Church, Archbishop Stefan of Vienna of the Autonomous Ukrainian Orthodox Church and Bishop Filip of Potsdam also of the Autonomous Byellorussian Orthodox Church. Both the ABOC and the AUOC eventually came under ROCOR.
By himself, Bishop Victor consecrated one bishop in Romania, Nifon of Dobrogea, and they two consecrated two more; Clement and Cassian (who is the older of the two bishops alive now).
It looks like you need to study the Orthodox history of bishops being consecrated by a single bishop.
Why do you speculate that the number 1,500 is an exaggeration? It is an important enough event in the life of this church that they probably all wanted to attend. Whether there were 150 or 15 it was still a joyous and significant occasion.
You say, "What's the hurry..?" I say 'what hurry?' We have had official contact for more than 2 years. Both sides have prayerfully and carefully considered each other and now have joined as true Christian brothers, we share the same faith, what could be more joyous?
