I believe the article in question was from the 1960's.

To answer your question, since we were in communion with the ROCOR, and we don't nessesarily believe that those who you might consider the "ROCOR" have really hung on to Orthodox Tradition, it may be that one day we come to recognize the ROAC or the ROCiE as the grand historic stem of the ROCOR - that is, the real ROCOR.

In other words, just because the pope claims he is of the same lineage as the original Orthodox Bishops (popes) of Rome, does not make it so. In fact, that could not be further from the truth. Without the faith, that is, the Orthodox faith, in Rome, we cannot speak of the Church or a bishop there.
The same is true for the ROCOR, the MP, or anyone else. If the faith is lost or there is communion with heresy, then how can one say they are the ROCOR or even Orthodox??

Why would the GOC have that still on there website then?

I think it's good to have on there as a historical document. It also helps lead people to the truth by raising questions such as: "If ROCOR was in communion with them before, but is not now, then what changed so that the communion was dropped? And if there was a change in belief or practice, in which group did this change take place?"

For now, yes. Though as ROCOR approaches union (or even formal concelebration/communion) with the MP, this will cease. ROCOR can't be in communion with both the MP and the Cyprians at the same time: this would be an unacceptable thing for all three groups, I think.
