Primacy of the Ecumenical Patriarch

In Jean-Serge's post about the Czech and Slovak Churches, he linked to an interesting article from the Phanar.
It states that that the EP is the Primate of The Orthodox Church and that he has the authority to remove the Autocephaly of a given Church.
I've never heard of this. Is this an accurate description? I thought that the Bishop of Rome's claim of primacy was one of the reason's they became schismatics.

No, in no case, the so called "Ecumenical Patriarchate" has the primacy over the whole church. Bartholomaios Archondonis will in this way an approach in a such manner to the false Pope Bergoglio alias Francis, he will be a second "Francis" for the fallen World Orthodoxy with a some kind of jurisdiction.

The council of privileges and rights of a particular province was dealt during the ecumenical council of Ephesus, see canon VIII. This canon makes the constatation that the church of Cyprus is autocephalus and consequently, Antioch can do nothing there. It also gives an universal scope to the sentence saying that it shall be applied in all cases and that the privileges and rights of a province cannot be revoked. If this happens, it will be regarded as void.
