Priest Alexay Dikarev (Moscow Patriarchate) on ecumenical prayer in Catholic cathedral in Moscow 3 days ago. January 21 2014. They have "a week of prayers for Christian unity". He is an official representative of Moscow Partiarchate, he work in the department of outer relations of MP.

Thank you. It really is quite devious the way these ecumenist bishops send "official delegates", rather than attend themselves. They can then simultaneously deny to the traditionalists that they participate in ecumenism, while they can reassure the heterodox that they continue to be involved.

Does anyone know of precedents in history for this kind of behavior? Have heretical bishops in preceding centuries used puppets to participate in heresy in order to avoid being directly implicated?

Priest is here because of status of event. That level was for priests, not for bishops.
Bishops participate in more serious events. For example this is video when Metropolitan Emmanuel of Ecumenical Partiairchate prays with the Pope in Vatican. They do it at Bishop's level every year on Catholic day of Peter and Paul.
