Does anyone know if this man who was declared a canonical saint by the EP in the 90s is also so considered a saint by the TOCs?
Father or Saint Nicholas Planas?

HOCNA wrote a book about Papa Nicholas and about his association with their Elder Panteleimon.
Apparently, HOCNA considers him to be a saint, but I am not sure if any of the TOC jurisdictions consider him to be a saint.
Lord Jesus Christ, have mercy on me a sinner.

Yes, Nicholas Planas was never and in no way a sincere True Orthodox Christian, he has had never separted from the heretical State Church of Greece. For him the old calendar was plainly "better", in no way he has made a canonical deliberation and decision.Yes,he was in connection with Panteleimon Mitropoulos from the HOCNA, therefore the book about Planas from side of the HOCNA (to make him a "Saint" !)

I heard that in one church of old-calendarists in Greece is available as a shrine a thing of his vestments.

This is absolutely possible but only by the Akakian-Florinites.

Re: Father or Saint Nicholas Planas?
Planas was "glorified" by the so called heretic "Ecumenical Patriarchate" at Istambul 1992. He is also a "saint" of the fallen World Orthodoxy. On Wikipedia we can find a biography of him. There is with intention no word about about the Calendar question. Also this "Saint" was a graceless banned Neo-Calendarist without any signification for the True Orthodox Christians, on the contrary a deterrent example. In a other statement about him we can read about the translation of a book of his life by the Transfiguration Monastery of Panteleimon Mitropoulos at Boston. This is the truth !

Please, read the follow Link: http://www.roca.org/OA/56/56e.htm. There are proofs against Nicholas Planas, he was a Neo-Calendarist by obedience, a great hypocrite.
