Why were the authorities so reticent to pronounce this incident as a terrorist attack?

The names of the two shooters were withheld and not immediately released, etc.

This one is carefully crafted to put pressure on Islamabad to obey dictates from Washington. Did you notice that the Prime Minister, Nawaz Sharif, was in Washington not long before ? The prominent businessman came to office this time [ he was already Prime Minister earlier ] vowing to "take Pakistan OUT OF THE "war on te. rr. or ".
So that should tell all that one needs to know.

What shocks me is that so many people take this at face value and believe every lie they are told.
Looking around I see so much blind acceptance of what the media rolls out as 'facts'. Nothing but lies.
Notice how all the focus was only the supposed 'woman' ? This was created with the aim of striking fear into Americans at the sight of any woman covering her hair. It also ridicules the idea of feminine modesty.

Surely the ultimate goal is to outlaw women wearing headcoverings. And - to force Pakistan to submit to Washington's overbearing demands.

Staged and faked, just like Paris before it, and of course, this Bonnie and Clyde psy-op in San Bernardino was revealed in advance in many Hollywood productions. Clint Eastwood films for example, like The Gauntlet (1977) and Every Which Way But Loose (1978).

San Bernardino is about multiple things, including their plans to perpetrate a deliberate dam failure and flooding of Bakersfield, CA, connected to oranges and the color orange, as in O.J. "Orange Juice" Simpson. That is what the William Henry (i.e. sons of Diana) "Bill" Cosby "date rape" psy-op is also all about.

O.J. Simpson did not murder Nicole and Ron, and Cosby did not date rape all those women. They are all liars, and all of it is simply fabricated and made up by these lying actors, the lying LAPD, the lying media, etc.

Heathcliff is a fat orange cat, and Bill Cosby's character Heathcliff Huxtable alludes to O.J. Simpson on The Cosby Show, just as Eddie Murphy's character in the Beverly Hills Cop films alludes to O.J. Simpson and the hoax murder trial of Nicole Brown Simpson and Ronald Goldman.

Take note of all the orange references plastered all over the media as of late, including the Peyton Manning psy-op right before Bill Cosby was hauled into a Pennsylvania courtroom to face sexual assault charges.

Peyton Manning is an NFL football star. O.J. Simpson was an NFL football star. O.J. led police on a scripted chase in a white Bronco. Peyton Manning plays for the Broncos. The Broncos feature a white horse for their logo, i.e. a white Bronco, like O.J.
White Horse Mountain is in San Bernardino, CA.

So the media scripted to have the Inland Regional psy-op shooting in the news beginning December 2 (anniversary of the Malpasset Dam failure, which killed 423), in San Bernardino, where the Orange Pavilion is located, host to the National Orange Show Festival, and the Inland Regional Center is on SR 18 (Peyton's jersey number is #18; his wife is named Ashley) also known as Waterman Avenue, which intersects with E Orange Show Rd.

Later in December, following on after the San Bernardino psychological warfare, Peyton Manning is in the news for a few days, in his orange Bronco uniform, then they had Cosby (who alludes to O.J.) in the news immediately following, and then the "Towering Inferno" in Dubai immediately after Cosby. Who was one of the actors in The Towering Inferno (1974)? O.J. "Orange Juice" Simpson. Tom Hanks is set to appear in the third Dan Brown Da Vinci Code installment entitled: Inferno (2016).

The first Da Vinci Code film revolved around the personage of St. Mary Magdalene. Magdelene means "tower". Now they are coming out with the latest, Inferno (2016). Put the two together, and you have the "Towering Inferno" of Dubai, connected to the [Bruce] Willis Tower in Chicago, which was formerly the Sears [Die Hard] Tower. Bruce Willis starred in about five Die Hard films. Sears is known for selling their "Die Hard" brand of batteries. That the Sears Tower in Chicago is now called the Willis Tower, and effeminate actor Bruce Willis stars in the Die Hard films, about taking down buildings, like on 9/11, and the films are called "Die Hard" which is the brand of Sears [Tower] "Die Hard" batteries, is certainly no coincidence. Bruce Willis...Bruce Wayne a.k.a. "Batman" is also connected to plans to take down the Sears Tower in Chicago, which was at one time the tallest building in the world, just as the fire in Dubai was right next to the tallest building in the world.

The Sears Tower is in zip code 60606, i.e. 666, therefore it is the "Devils Tower" of Steven Spielberg's Close Encounters of the Third Kind (1977). Of course the two-horned Batman character is associated with the beast of Revelation 13, and 666. That's why Tom Hanks films like My Big Fat Greek Wedding (2002) and Sleepless in Seattle (1993) (at the beginning) have settings in Chicago. Chicago Cubs and Chicago Bears, and San Bernardino refers to St. Bernard and Bernard comes from the old Germanic word for a bear. A bear is on the flag of California. Tom Hanks films are also about the deliberately perpetrated Oso mudslide, since Oso means "bear" in Spanish.

Sleepless in Seattle (1993) is also about the O.J. Simpson hoax murder trial.

Dan Brown is the Illuminati front-author of The Da Vinci Code series, which refers to Nicole Brown (Simpson).

Tom Hanks is the star of all three Da Vinci Code films, and he has the exact same birthday (July 9) as O.J. Simpson. Forrest Gump (1994) is all about the staged O.J. psy-op. Forrest Gump is O.J. Simpson in the film.

Wow, spellbinding, Cyprian ! Thanks for all this input connecting so many diverse events.

The only place I feel you may be wrong is about that filthy Bill C. I think that that part was true. I never knew WHO he was, but when the stories started to pile up and I saw his horrendous face, I felt that it was TRUE. And that finally, a psychopath celebrity was being exposed for what he was. He was always a con-man, I heard, even conning his nice and upright Catholic wife and her family into accepting him into their lives. He was a fraud.
Anyway, lying is epidemic of course, and surely what you wrote COULD BE true, of so many events. It helps me to remember that when deciding how to view any particular news item ! Thanks for widening my horizon this way and through all your dazzling feats of analysis !

Funny, even the OJ for Orange Juice ! I had to smile at that one. I never once thought of it.
That's one minor example of how you help us to realign our mental frameworks so we can view a much grander picture than these strange fragments. I wondered why that story about the Dubai tower appeared : something seemed wrong with it.
