Yes, that's it ! Regarding the meme. I didn't QUITE get the 1st part of your post, eish, but here's a breakdown of the wildly controversial Vanity Fair magazine article which depicted key members of the current admin in a quite negative light. I'm sure everyone's heard about that.

This is an insightful [perhaps] perspective :
