This is Bruce Riedel, and the video was probably from a think tank speech some years ago. He was a CIA analyst from 1977 to 2006, specializing in this area of South Asia.
He wrote a number of books, but I haven't read any of them.
Most of these ex-CIA agent books are not trustworthy. Especially about Pakistan and the American war in Afghanistan. They tout the party line with no original facts or analysis, is how it seems.
