Holy Matrimony at monasteries

I was told by parishoner at my church that monasteries cannot perform Matrimony services. Does anyone know of this to be true/false? And if monastics cannot, then why?

For what it's worth...Though our wedding was in a parish church, one of the two priests was a monk.

I have never read anything like what you are asking.

Marriages by White Clergy Alone

From what I have been told it is to make it so that they do not wish this for themselves among other reasons. Generally the white clergy (married, non-monastic clergy) and bishops do Marriages exclusively. Bishops are the only exception to the rule that monks do not do Marriages.

One of the Canons of Nicea II actually is the reason for it (someone have a link to them online?). It stated that sacraments had to take place in public churches rather tahn private churches or monasteries.

Yes that is true. It is because the Church does not want the monks at the monastary to be regretful that they did not get married. Actually a monk once told me that monks aren't even suppose to hold small children/babies for the same reason. Monks are sometimes allowed to go and attend a wedding if they are close to the people who are being wed.

Here's the canons from Nicea II (7th Ecumenical), though I'm not sure which canon it is? I skimmed them and did a few word searches but didn't come up with anything.
