this is a recent photo from last month 2005, the 2 Priests on the left have a certain something they are displaying, WHY ? is this the norm, Ive never been outside of the russian orthodox jurisdictions and have never seen this before

No they are indeed wearing a collar like protestants and catholics, which is not the orthodox norm. Unfrtunately, you see this in the US and even in Africa... they wear the collar and not the cassock...
