Upon further consideration it only seems reasonable to conclude that World Orthodoxy fell from grace after the 1983 Anathema Against Ecumenism was issued. Any earlier synodal condemnations did not have the required number of hierarchs (12) to anathematize the state synods.

I'm pretty sure it's stated in their clarification document from 2016 regarding the 2014 Confession of Faith.
The 2016 GOC K confession of Faith allows no room for the teachings of Met Cyprian that stemmed from his “ecclesialogical theses” pamphlet.

I am unaware of the GOC-K synodically rescinding the condemnation. Can you please direct me to where I can find it?
